The Master PC didn't seem to suit the universe of the Federation, with it's logical science and technology. Yet there were elements which seemed to throw the ideas of science out the window. Like the Q continuum, who held the power to re-write the laws of the universe, at a whim. Even if they were encouraged not to. So the reality changing computer program was not completely out of the question.

 No, the man problem was the technology level of the program itself. It was built to match the lines of a computer program which existed in the late 20th or early 21st century. So having it in the 23rd or 24th century would be as unusual as having a reality changing computer before the 1900's. However, again, not impossible. Given some of the hobbies of the people of this time period, including researching he past to learn from it, the program becomes more likely to be found.

 So the program was now loose in the world of the Federation as well as other powers in the world. Who is the person to gain the program and change the fabric of reality?
