Janet van Dyne, aka the Wasp, held her head high as she was led away.  She'd done nothing wrong but save innocent lives!  Despite that, here she was, locked in chains.

Costumed vigilantes like her had been seen as heroes for many years, until the tragedy of Stamford, Connecticut, where a fight between the New Warriors and Nitro led to the deaths of an entire elementary school full of children.  The government came down hard on heroes after that.  They demanded all heroes register with the government, tasked SHIELD with enforcing this registration, and even reactivated the Sentinal Program to assist with monitoring and policing anyone with super powers.  Many heroes chose to go underground, including the Avengers led by Captain America at the time.  No one in the super human community seemed to agree with the new restrictions, so virtually all of them followed Cap's example.  Since then, they'd been living underground, fighting villains, but having to run from the law too. 

Janet had been caught while trying to rescue children caught in the debris of a recent attack on New York by the Skrulls.  Even though she saved their lives and ensured they got to a hospital, the SHIELD agents on the scene didn't hesitate to place her under arrest.  That is how the Wasp came to be in this situation. 

From the courtroom, Janet was led under SHIELD escort to a waiting armored transport that would take her to prison.  The clinking of the chains of her shackles was the only thing breaking the silence.  The back door of the transport opened and she was led up the ramp inside.
