Peter realized there was two responsible things which one could do with this much power. Both with drawbacks. Hide the gems or keep them. If you hide them, you save yourself the fear of being corrupted... but at the cost of someone else finding them. Someone without morals. Keep them, and you know they were not in other wrong hands. You just had to make sure yours were not or didn't become the wring hands.
